I think a quality circle is this, broadly:

Training>Doing>Checking>Feedback>Training>Doing>Checking>Feedback

and so on. But I think of it more as a quality spiral

Training>Doing>Checking>Feedback>Training>Doing>Checking>Feedback>Doing>Checking>Feedback>Doing>Checking>Feedback>Doing>Checking>Doing

as people learn from the feedback. Then after time, the checking and feedback becomes less frequent, ending in spot checks only
