There are several quality tools (8D,6M,5P ....
FMEA) and depending on the type of problem we use one of these tools,but I think FMEA is the best tool that brings together all

Additional to the answers do not forget Kaizen teams for problem solving in the organization.8D,6M,5P,FMEA are all good tools but to start to them we need problem solving & team working abilities respecting contunious improvement phylosophy. Without the sprit of contunious improvement they are only filled forms in the files in clipboards.

This question requires an understanding of both quality control and quality circles.
I'll presume we have some familiarity with both terms.
I then add that Quality circles are where tools better related to continual improvement and QA are used to establish process controls, what I consider quality controls.
These tools includes facilitation, brainstorming, and visual management basics.
I like someone's answer of FMEA as a great tool for establishing the risks associated with a process or product, and developing quality/process controls.
The response to the question is still two fold: The best tool for a quality circle is brainstorming, but as it relates to quality control, I would go with visual management for controlling, and FMEA for risk analysis.

Each tool may be used to solve a particular problem and can be used in a number of ways.
