HR Business Partnership increased HR functional skills. are you agree on it?

I agree because this type partnership opens the door of knowledge, diversity and HR application.

of course it does, but that depends on the size on the complexity of the company. A company with trading business and medium size employee number would not need an HR business partner for each function, while a big company with international branches is different that if we are talking about the HR business partner function.
