What values more, innovation, skill or experience?

Over centuries we learned that humans developed learning once they went into some task, rather than having experience first and doing task later. It's strange that organizations still hooking with wrong concept as key to recruitment.

If you are concluding with "recruitment" as the main theme here, experience & skill come first then innovation later. You first have to recruit someone with the relevant & necessary experience and skill, then you can avail them with a platform to be innovative and creative 

In my opinion all are important but, skills and experience come first and these both will lead to innovation.

It really hard to define that which task is most important innovation skill or experience because without innovation you can't reach skill and without skill you can't get experience so from my point of of view innovation which was first phase is most important
