The ultimate responsibility of facilitating all trainings in the company is with the HR Department. However, finding exact training needs per employee is more a Line Manager responsibility!

Yes, Human Resource Department is responsible for  facilitating all the training's in the company as per Departmental line manager need. On the other way, the training also increase the effectiveness and efficiency of the work.

Yes indeed,  emotional intelligence has become an essential tool that directly impact the success of the organization.  When you interact with individuals, you are inevitably dealing with their emotions.  An emotionally intelligent HR overcome lots of barrier, people with high emotional intelligence will better focus on what needs to be achieved for the greater good of the team, leading to increased productivity.

Yes but limited, because in most organization the major responsibility of HR is recruitment process,they responsible to recruit the best candidate for the job, but some time an organization manager face problem from the employee about work or anxiety between employee so then they conduct a training with the help of human resources department  to solve the problem between employee or between employee and  manger.

Thank you, Ms. Zain for the invitation to answer. Yes, this is HR's responsibility but as answered by Mr. Mujeeb Durrani that such training you mentioned has a limit. Training handled by HR were usually focusing on the leadership and professional development of employees. Some HR were also providing some venue at some point of time at work that develops employee's emotional intelligence such as team building activities, value enrichment programs, counselling and other related activities. However, since HR has the primary responsibility to assess the needs of training for employees, and if such need determines as important and has a great impact for the improvement of the majority of the workforce then such training will be necessary.
