Develop the project management plans.

You would develop  the milestone schedule as part of the final project schedule presentation.

Ideally the project charter mus contain the summary milestone schedule and summary/major risks. Hence, ideally after the project charter the next best step is to identify and categorize the stakeholders in the stakeholder register.
