Is the arrow/leader size should be half of the Text sizes or exactly how it could be decided so that can be easily visible in drawings?
If you look at the dialog box of the Standard dimstyle of a new blank drawing, you will see that the arrow size is the same as the text height.

YOUR ARROW HEAD SHOULD BE THE SAME SIZE AS YOUR TEXT HEIGHT.CHECK UNDER FORMAT, DIMENSION STYLE, ARROWS AND SYMBOLS , CHANGE ARROW SIZE TO THE ONE YOU PUT ON YOUR TEXT HEIGHT.
