Social CRM can improve service quality by providing documented feedback to decision makers, guiding their behavior and instruction toward optimizing customer satisfaction. On a side note, Social CRM is not the best way to improve service quality. From my observations, the best way to improve service quality is usually to improve the customer service skills of one's front-line employees.
