How can a non-technical person best evaluate technical talent?

Best way to come in contact whith technical detail and technical person, so we can make wise discussion with expirence person to related technical issue. I personally come in contact with many non technical person who gain technical knowledge from experience and technical discussion during work with technical person,

in my opinion, to evaluate a technical talent in technical side it should be done by a technical expert. but a non technical person can evaluate a technical talent in other skills such as if can work under pressure or to well work in team work.
