Best way to come in contact whith technical detail and technical person, so we can make wise discussion with expirence person to related technical issue. in my opinion, to evaluate a technical talent in technical side it should be done by a technical expert. but a non technical person can evaluate a technical talent in other skills such as if can work under pressure or to well work in team work.
