I personally come in contact with many non technical person who gain technical knowledge from experience and technical discussion during work with technical person,
in my opinion, to evaluate a technical talent in technical side it should be done by a technical expert. but a non technical person can evaluate a technical talent in other skills such as if can work under pressure or to well work in team work.
