What are the tools used to perform dilution?

Depends on but generaly, laboratory glasswares work and pipetes

We should use gas tight syringes of fixed volumes to avoid spilling of organic solutions, micro-pipettes are not good alternates in case of dilution here.

Any volumetric apparatus, depending on the volume you want to dilute. For small final volumes (in uL) you should use a micropipette. For large final volumes (in L) you should use a graduated cylinder or a volumetric flask.
