I don't think so, this question has been asked at multiple platform around many countries and every time i found its answer is that, if we go back in80's and90's the Human Resources filed was considered as support role and therefore not partnering with business heads and to play this role they usually acquired non-specialized candidates who were general degree holders and previously female prefer to do this role so traditionally its been like that Administration and HR is dominated by female. Now, when we review the contemporary organizations, it is very clear the role of HR is becoming more strategic and this requires specialized and technical knowledge and now more males are into this professions and working as business partner. Though, I agree, some of the HR consultant used to hire female recruiters in the recruitment section so that they have larger pool of candidates but now the ratio of male and female are getting equal.

Maybe intuition, but as -Shahzad- mentioned it here, HR Department is equally shared among both men and women, the department is not gender biased, moreover, emotional working women? It's like waiting for a 'James Bond' release, you don't get to see them everyday, situations are changing my friend.
