Poor appraisals demotivate the best performing employees. The end result will be that the best employees leave the organization (because he's the one with the best knowledge, skills and an ability to sell his skill in the market), and the "average" employee continues in the organization. Ultimately the organization loses competitive edge and ability to deliver to the customer.
