Yes it is, in fact I'd suggest all future aspiring Fashion Designers to take a diploma or a4 year intensive program in Textiles to increase their understanding of fabric before moving on to cuts, pattern making and styling.

That is really a plus point but you need experience whether you are having a professional degree or a born designer capability, the experience will polish your abilities.
