Can someone clarify what does the statement "over qualified and not fully qualified for a job" means?

I always hear either of these statements. I wish I can find a solution to start my career path that I want. Any help or suggestion.

Over Qualified means that your experience and qualifications are beyond what they are looking for. Many employers won't hire you if you are over qualified because you could do better, and that they might be required to pay you more than your colleagues (Since you have more experience), which clearly wouldn't be fair to you or to them. Don't under sell yourself when you can do better. 

 

Under qualified, is basically not having all the qualifications required to do the job. 

 

To start your career path, just like everybody else, you start small and work your way up. Find a job that will eventually give you the knowledge and skills necessary to take you to your dream job and start with it. If you are missing one or two if the qualifications needed for that job, no worries. Work on landing an interview and show them why you believe you are qualified for that position during the interview. Be yourself, and show them how smart you are, and how you are the best candidate for that position. Good luck!
