Are the Insert operation and Trigger associated with it are collectively atomic in nature ?

So the scenario is there is a table name tbl_A and we have a trigger associated with insertion of tbl_A Will DBMS make sure that upon insertion the tbl_A the table remain lock for further insertion until the insert trigger get executed? Thanks,
