Surplus is more of something than is necessary. Surplus is an amount of something that is left because a country or business has more than it needs.

Personnel are the people who work for a company or organization, or who are members of a military force. So, "Surplus Personnel” is more of personnel than is necessary. Surplus Personnel is an amount of personnel that is left because a company or organization has more than its needs. When some personnel have no works or duty are Surplus Personnel. If company or office remains Surplus Personnel, then those Surplus Personnel should be transferred where they would be absorbed for proper duty or works.
