The higher management usually prepare schedule for mobilizing/ hiring two of the highest leaders or key personnel to manage the construction and the project. What are the reasons behind the need to have Construction Manager comes to the project first or Project Manager must come first or earlier than the other.
In the Client's side, Construction Manager is usually hired first as during the early stage, the first activities are Contractor's mobilzation , excavation , foundation works and procurement of needed resources which can still be handled by Construction Manager.
In the Contractor's side, Project Manager is usually hired and comes to the Project first as he is needed at the very start of project to manage and control the schedules of work, procurement of materials, manpower & equipment, organizing his team, get familiarized with contract terms & conditions, supervise the preparation of different requirements & deliverables and oversee the construction execution at the early stage etc.
Project manager is the first person to come onboard the project during kickoff, understands the project from the preciding tender and contracts team. Who then decides his site organogram, team members, Project prestart estimate, PMV to be deployed, Labour and resourses to be deployed, Project WBS to achive the milestones etc. The workings towards all these objectives is done as a collective team effort from indiviguals in the team with the consences & directions of the PM.
In a typical contracting team the CM is a part of PM's army who takes care of the Construction activity.
Sure the project manager should to be hired firstly , the intiating process group according to PMBOK , refer that firstly develop project charter and asign the project manger , because the construction manager himself in the respectful companies selected by the PM , and it's the responsibilty of the PM to select his staff
Project Manager comes1st as he will make the staff in which the construction manager is a member.

I think the PM is first hired, he is the overall lead but can benefit from a CM, they need to work together, as soon as possible and close together to get the best Project result.
