How to determine the optimum number of employees for each department in any organization?

 i think you need first to do the following :

1- Write  a brief description for department 's role in the organization

2- what tasks that this department will have to do in order to fulfill its role

3- what are activities that need to be done to accomplish  each task 

4- how many person or employees are needed for each activity
