Skills needed would be accessibility, having an open mind, willingness to accept adverse feedback as a step towards improvement in one's capabilities, ability to empathize, to seek honest feedback and then acting upon it. The person who is asked to give feedback must see that the person asking the feedback is sincere and is willing to act upon it.
