The most important part of any organization is the Human Resources and they should also feel that they are being taken care of and must own the responsibilities for the organization. There is no harm in having relationships but you must know the limit and ensure that the very motive of team is not defeated

Yes it can but in situations where bullying and taking advantage of social relations take place. Also when the team members are so different that they cannot form a cohesive team. The role of the team leader/manager is vital in this case to build trust and bring the team to a common ground. Hands-on tasks and planned teamwork is the solution for this unhealthy atmosphere.

Limited, but sincere social interaction is the key to creating a content staff and an enhanced work environment. Staff retention rates will more than likely be higher, and overall work satisfaction rates will be higher as well.

But interaction must be limited and not exceed a professional level.

The focus and objective must be to avoid bias and nurture a healthy team environment. If limiting personal attachment does that, then so be it!
