Do you think it's ethical to hire candidates from outside on a higher pay with lesser experience in same department than ones who are already working?

There are many attributes which contributes to the offered salary, College ranking,experience, market trends and of course need of the role.

So for me as HR this is fine but salary variation should be justifiable.

Now a days most of companies are hiring fresher graduates from respected universities with a higher salaries offer as companies thinks that fresher graduates known new and and advanced method of processing, but as for me employees who has currently working what ever department is it are most helpful and had a quick actions  on what ever work has come out as they already know what it need to be done from beginning till the end of the project specially on the matter of salary or payroll as this is there routine everyday at work, aside from new comers where they can offer advanced method but then, they will still need to be train from the old employees where the knowledge from the beginning will come from the current employees, thank you.

No, its not Ethical to hire an employee from outside with higher pay for lesser Experience either in same department or in other department. Salary should be decided based on companies Grading Scale and as well as candidate's education, experience, skills and productivity.

Though, it all depends on the educational background, if a candidate is highly qualified and have less exposure than the existing staff, it is logical to pay higher salary to the new.

 

Also, sometimes to maintain the competition within the department it is very much required to  hire at a higher salary.

It is not ethical to hire employee from outside with lesser experience at higher pay, but this statement doesn't stand right in certain level of management where certain qualification is required for a post, under such circumstances if the existing employee with more experience doesn't have the required degree the company may not promote them.

Work experience can make them sharp to handle the routine work, but they will not have enough knowledge to implement new things and develop and introduce changes to the working environment. 

In order to improve and bring better changes, sometimes the company bring outsider with higher salary instead of promoting more experienced employee within the organisation.

No, it is not ethical,

 

HR should has Salary Matrix connected to Salary Curve, according to that curve the experience and capabilities should be measured, and in that case the new hired employee will be less than the current who has better experience

A candidate with lesser experience should not be hired on higher pay. This will lead to low morale within the department.

It depends if the requirements of the company is high. If the responsibility is too risky company should hire employees with experience and consider giving a high salary.

In the past companies always mandate to hire candidates with experience/s because they can be easily thought for the task that is not new to their current roles and responsibilities.

But now companies are considering fresh graduates not just to cut down the asking salary but because the current generations are most innovative to learn new things on their own. Giving higher pay to people who has less experience but have a lot potential and hard working would not be a waste.

Speaking in general,not at all.

Because if staff already contains employees with that notch of experience then there is no need at all to use external labour plus you can benefit your already existing employees with such pay as the external labor with less experience won't be more effective than your employees

Now only on one case will i personally use external labour with such description, in a situation where there is a near deadline and the employee are not available or already are busy with their work. Then I will use external labour to accomplish whatever I needed to do.
