My view is that it is the foreign non native language for most of the people. so may be one reasons as people had to translate using their native language and vice versa to understand and communicate. My 2 cents. Thanks.

My guess is that the issue is with vocabulary and selection of words when trying to carry a conversation. I personally had difficulties in that when I was learning English in my mother tongue. (Russian)

Speaking any language strange to one is difficult, the more one used to one language the more easy for him to speak, to understand and even to write. That is why every one is good in mother tongue because he or she is used to it since birth and on daily basis. Thus for one who is not much used to i, it is difficult to speak, the best advice is to listen english speaking from TV, and other medias on daily basis and also from people who are good in english and after that speaking to others in english

They don't practice speaking it to avoid this difficulties

Briefly, because they do not listen enough or even listen carefully to English language.
