Keeping honest in mind you should tell employer but most of the employer like to have someone who can stay for long term because everyone would hate to go through recruitment process again for same role after few months. What you can do is to apply for roles which requires someone for short term or you can try working as consultant on short terms projects.

Morally, you should express the truth but expediently, you should not. Keep yourself in the place of your recruiter and think, would you like to hire a person for a short term and then re-hire another person after the stipulates period is over.

Well . I may say yes or no , as all depends on the Job I'm applying for & the size of Company . If the Job in a big Firm , it might not be advisable to be upfront about your desire  working for a short term . This's not for the reason of dishonesty , but for sake of a good spotted  opportunity or a possibility of a career development opportunity that may rise or you may come cross during your work in that Firm . While you're desire is working for a short term where you would then loss that opportunity .

Preferably a YES if the job position demands or requires a candidate for short term as most companies will advertise a short term position as so. One has to be sure about the position you are applying for. If its a full-time / permanent position where employer expects a employee to stay long term, and if one has to announce his / her desires to work short term, would the employer be impressed with "honesty" - Nopes, I don't think so. Its a clear case of mismatch. However, in the event of a mismatch identified at a later day after joining, the candidate-employer relationship is short lived and professionally both parties concerned, move on.
