An HR who has some of this skills will be of much help. they should be patient and not to quick to overreact, Should know and understand fully all the code of ethics within the company and the discplinary actions that go with it so that decsions are made in accordance with the rule of conduct.

Confidentiality is a mojor fact they should carry all workers and their personal information on file

Must know how to be impersial with all workers so that no one feels as if there is somesort of favorites

I wrote a long article but anointed and I want to give the summary of the answer Is

(( Just making a suitable environment to work )) and  this depends on the quality of education and culture has the HR manager .

I dint see that coming but then any question is always a good question.  I personally do not see any specialised skills that are only linked to being an HR Manager.  All skills related to any leader are common and applicable to an HR Manager.  I would be delighted to know if there are any skills that are only meant for HR Manager and not for others.
