Wireless broadband commanly known as Wifi is used to connect your machine with router without cables and its different from 3g or 4g mobile broadband its not the actual broadband its just radio signals from from routers to pc for connecting them to routers

Get into the Router's settings and look for MAC Address Filtering. Enable this and enter the MAC address of the user you want to restrict.     To know MAC address of that PC, Just open Command Prompt and type "ipconfig/all" (without quotes), there You'll see the Physical address that is in actual MAC Address.
