As a manager, how can I invest in the business development department in order to further improve my company's performance and monthly revenue goals?

It could be based on the present feasibility study report you can further invest, review the report very carefully and then take the decision to invest or not.

The answer to your question require some more details about the company . in general a business development manager need to focus on the performance of top line, quality of your offering to the customer, intrdoucing lean management plus identifying and implementing a plan as key account management.

It seems to be a very short question but cant be answered in just lines.or para but these kind.of situation need a complete case study. Partially I do agree with Mr.Ghaffar as well. But a good business development Manager is a person is who, who have keen observation and excellent analytical skill, He can analyze 4Pz i.e product, placement, promotion and price and will do the needful to get the best out of it. 2nd definitely he will also findout which areas are left behind so covering those with eventually boost up your business and yes while with all this he will also find out the weaknesses and shall take steps to turn them into strength for an organisation. These are few basic which a good business development manager will definitely look into but the main and important part is it depend how much business sense in required field he have.

Increase your presence though periodic / system generated emails / so,me times personalized communication. Go to on line ordering / simplify ordering system.- arrange courtesy visits and guidance sessions with key accounts to provide them more understanding and feel of care .. etc etc

Involve your business development department into events, conferences, networking meetings paid by company. 

Encourage them to come with ideas, forecasts and swot analyses how to improve the company revenues and guarantee them a bonus for every percent of company's revenues. 

Show interest to your department and organize a teambuilding where they will come closer to each other (a strong team its the best investment)

Give them decision power for company improvements and make them responsible for their decisions.

As a business development manager, I would suggest devising a goal to achieve first and then apply the changes needed to the business development department based on the goal you want to achieve.
