it depends on how these programs are designed, and how it is presented to refugees - in these programs usually capacity building plays a major role . also the integration of people delivering these programs is of a major role i.e people who are implementing these programs should be believers of such programs other wise it wont affect . therefore, the setup in which these programs are implementing plays a major role, now let us assume that we have the perfect setup - it believe these programs truly affect livelihoods of refugees depending on its scope it provides opportunities and a step to start something new
