What is the number needed for completion of people out of their country to call them refugees ?

The law of the United Nations and humanitarian organizations confess by refugees when their numbers reached and exceeded the number of 5000 people coming from the same country and have the same nationality

The main idea is not in the number, but the idea is about the reason that the refugee left her/his homeland , one person is enough to be considered as a refugee associated with one of reasons " political, religious, wars, racial conflicts"

its not about numbers its about their leagal situation in the hosting country 

if they are registared with UNHCR or request for registration 

then you can call them refugees .

One person can be considered as arefuee or migrant,as refugees fleeing persecution or armed conflict he would have been entitled to international protection Over 200million people are believed to be living out side thire original homeland relatively few of them are refugees.

I think even 1 person itself is enough to call so. Clarify if i'm wrong. Thanks.
