Some plants are naturally grown without the human interferance as you may find them in highways, deserted roads, and roads between cities. Regarding the roads in towns this is considered as a decoration for the road for a good view, and as an attempt to increase the green area in towns and cities as you know the green areas are considered as the lungs for modern cities where buildings and factories consider the majority of consistents, meaning to assist in the release of Oxygen for the atmosphere.
