Who come first in electrical panels and why ( earth leakage , phase monitor and surge protection)?

earth leakage must be in first to protect component from and problem between neutral and ground

phase monitor be in2nd, to protect component from low or over voltge in phases

surge arrastor protection come in3rd level in parallel with our loads to save loads from over voltage
