Earth leakage is concerned with the insulation of the cable. More bad insulation , more leakage current measured in mA. The ground fault is the current which can flow due to Short circuit of conductor to Ground, or it could be a current measured by a ground CT connected at individual phases or all three phases can pass through the Ground CT.

earth leakage is protection component compere deffrent in voltage between neutral and ground if it's exceed limited value trip down and disconnect power.

ground fault( surge protection)  take input from commercial power and output to earth, it's work as voltage isolation if voltage  reach breakdown voltage surge be connecting short circuit to power to protect equipment

Earth leakage is a current that flows through depreciated conductor insulation like if already old cable and then the insulation will slowly conduct flow of current to grounded parts of electrical equipment because the resistance of the insulation was lowered. Meanwhile ground fault is when current carrying conductor directly touches any grounded part of the electrical equipment and activating ground fault protection devices.

Earth Leakage due to difference between phase shift for3 phase

Ground Fault when phase connect to ground

Ground fault is a fault when phase touches ground or any conductive material which is directly connected to earth, it is called ground fault. Earth leakage is when earth conductor is disconnected from a power device hence voltage varies high & low but not remains on its standard value.

Earth leakage is considered in the limit of mA & it can be a result of live wire contacting with body of the equipment.

Ground fault in the limits of A & it can be a result of phase to ground fault.
