If I have disengaged employees, they are either not challenged by their job or they are just not motivated. I would apply reward and punishment method in this situation. By punishment, I mean they either lose some privillege or lose bonus for the month or something like that for not being productive. Challenge them and get the best out of them.

Coach, motivate, hold accountable.

Simply carry a meeting with them. Discuss the work progress, their fears, their problems...If still they are not productive then prepare the Hr department to start receiving new resumes. Then do not fire them once instead by firing the weakest. After all they are the ones losing their jobs.
