In gulf countries, why are male candidates given preference over female candidates of same or higher talent and experience?

Low level of comfort in dealing with the prevailing working environment in majority of sectors and adaptability in a changed atmosphere and infrastructure for living conditions matching with the income criteria. Providing facilities to respect them well is the responsibility of the employer.

Only thing is the ratio of male and female workers vary, but a number of female candidates are working diplomatically to support their families in a big way.  Many professional female candidates are also working in select sectors especially in banking, insurance, hospitals, tourism, hypermarkets, accounts and administration and the like.
