How to know the best design control process?

Design control process can be divided into six major categories. This are end users need, documents related to the end user/s, design input, design out put, verification of design, lastly is the end design (product).

End user is the person or group of individual that should be directly affected by the deliverable of design. Documents related to the end user are history of user, traits, belief, etc. Design input are those standards, parameters, laws etc.
