You need to know the difference between the two process! so you can know when to use it.

 

Verify Scope is performed with the client or customer at the end of the project or phase to verify that the product is complete, all requirements are met and that the product is ready to be delivered and get the client formal acceptance.

 

Control Scope is the process of monitoring the status of the project and product scope and managing changes to the scope baseline. The key benefit of this process is that it allows the scope baseline to be maintained throughout the project.

I would go with the first answer ... assuming the scope has already been identified and documented first

I think by only scope definition we’ll not find scope controlling area because scope is also depends some other values like requirements, project specifications or etc. Means only scope isn’t enough for controlling.

Verification of Scope is followed by Controlling the scope. Unless you finalize the scope and product delivery you cannot start monitoring it!
