In design consideration of foundation under column subjected to tension must be provided with sufficient embedded depth to have a higher pull out capacity. The skin friction (in piles) and/or weigth of soil above the footing will be contirbutive factors to the pull out capacity. The RC footing must then be designed for the load imposed by the column under tension, by providing tension reinforcement at the top of the footing block.

Consider your foundation as pinned connection to your steel column. Now, it is a matter of designing the anchorage for your column to take care of the tension. Make sure you have enough depth of your foundation for the embedment length of the anchor bolts to avoid the pullout.

Run a Plaxis program/model in which you have to consider all the parameters related to structures above ground level and soil/rock parameters for the foundation.

Provide top reinforcement in footing and increase the soil weight over top of footing.
