How to control spare parts at the outside service centers, aiming to less cost for extra parts than a broken equipment in warranty needs to get fixed?

When the outside service center(s) receive a work order for an equipment in warranty, some of them request for fixing needs, so they get these parts from our warehouse for free on the work order, & resell it to other customers for their financial benefits (stealing), so how to control this situation to avoid the stealing?

Issuing of such part should be done on an invoice against the workshop/service center, it should be informed to the customer & it would be known also to the customer that it is a warranty issue & standard signature should be taken to avoid any type of reselling or stealing clearly mentioning that these parts are free of cost.
