Can mid & low level management help in creating the strategic plan?

Planning is an important management function, managers at all three, top-level (strategic managers), middle-level (tactical managers), and frontline (operational managers) levels use it. However, the scope and activities of the planning process at each level of the organization often differ.

 

Senior executives are responsible for the development and execution of the strategic plan, although they usually do not formulate or implement the entire plan personally.

Of course upper management should take in consideration the mid and law level management perspective especially if the matter is relating to implementing new system or new business design. in case you involve the mid level management in that they will be part of the game and they will support the change with the low level management and the staff as well by supporting the organizational goals and strategies

Yes Mid level staff can lead the strategic plan to prepare it. In my organization, all programs and departments heads lead the strategic plan. As HR department we try to engage deputy of department, programs and projects. If they are involved, it would help when boss out of office for a short time or long time to smooth the operational and strategic work.
