yes i agree

because fresh graduate will give work all force of him because he need successful . to trust himself 

but companies use they new graduate because he will do works with low cost specially compare salary with people have an experience

They are young, they expect less salary and no doubt they work hard to make career, Also young people can be asset for long term for companies.

i dont think all companies do.  depends on the business, the size of the company, the objectives, the budget
