This is fairly common in the workforce of today and bullying is part of it.  The organisation has a scope of action for such manipulators and they are challenged as well.  They are given first warnings and second warnings with suspension from work and they have to attend a sessions of one-to-one with the supervisor and watch a video showing behaviour during work hours and this will make a positive improvement on their part.

Another way to make it more positive is to give them a part of responsibility in any given task for the day and for them to build the team to accomplish this task.

you can give them task that are singling carry out by one person and should be assign jobs isolated to where he or she can can not cause confussion among the group.

Manipulation is a very dangerous and unhealthy behaviour in organisations, manipulation can be evidenced at various stages and between or among various individuals and groups. In this particular case, where manipulators hinder their peers and divide their subordinates, the last resort would be to terminate their contracts and expel them from the organisation. However before looking this last resort, other options would be subjecting them to disciplinary actions for instance fining them heavily, demoting them, transferring them, giving them harder and longer tasks, giving them warning letters or suspensions etc. After imposing such disciplinary actions on them, attach warnings declaring that if such behaviours is repeated in near future, their contracts will be terminated and they will be expelled from the organisation. Such type of persons should be terminated from the organization after disciplinary action against them.
