the system to effectively manage health and safety are:

safey plan;this plan will ensure that there is a governance structure in organisation that ensure every worker to clearly understand their safety obligation.

HSE policy, procedure and process: this will discover all safe behaviour, expectation ,record keeping and incident report

training and induction: this depend on the nature of the workplac wether it a low risk or high risk every one who is enter to workpalce should recieve trainig on the rules of the company  and site condition.

Management commitment and policy, training, roles and responsibilities, monitoring and reviewing the hse lagging and leading indicators.
