As a president of a medium size company. what country would you locate your core business unit in to best support an innovation strategy and why?

I would suggest to have cost effective approach by locating in a country where cost of labor is low and productivity is higher . The core unit supply will be met with the demand . Quality is the only factor which i may worry about.
