Customers prioritize requirements initially from the perspective of how valuable each one is to them. Once a developer points out the cost, technical risk, or other trade-offs associated with a specific requirement, though, the customers might decide it isn’t as essential as they thought. The developers might also determine that certain lower priority functions should be implemented early on because of their impact on the product architecture.  

Rescheduling uncompleted work lingering from the past is a simple but powerful function in project. Using this feature ensures that your project schedule always reflects the full amount of work required to complete the project. We recommend that you include this step in your weekly status update cycle to reduce the amount of manual scheduling effort otherwise required to bring this work forward. Once you understand the critical path, see if resources can be moved from other activities to help resolve the issue. This will allow you to get the project back on track by delaying or stretching out some work. Delaying some work may end up changing the critical path. Always make sure you double-check the critical path each time you change the schedule.

B  because project delivrables didn't met the product requirement, defect repair required and change request need to be submitted to CCB to review and approve the changes. Project management plan need to be updated with any changes effect the baselines.

i think it is the second option that is to Submit a change request to the change control board and re-baseline the project.

Option- B is appropriate choice.This option accepts that error has been made and request for approval of changes so that everybody remains informed.

I go with option B - Submit change request to change control board first. Then update the project documents with approved changes

Theorouthouly such amendment can be made through a change request to the change control board (CCB)and re-baseline the project.

i would go for the option B, but before that i would do D. the higher management should know what might the outcomes be due to that change.
