In pcc roads/streets can 1;2:4 concrete be laid immediately after laying lean concrete 1;4;8 ?

Curing  of 1:4:8 is must or to have immediate laying 1:2:4 or any higher conc.mix lay layer of thin plastic/p.v.c. to avoid seepage of water .As or otherwise it is going to reduce strength of main course.
