What's the best way to find a programming-related job in the IT/Telecom industry in Saudi (or other similar jobs in the Middle East in general)?

Considering the person is: (1) from outside the Middle East, Africa in particular; (2) a fresh M.Sc. graduate with little relevant experience; (3) and, speaks little Arabic. Any other relevant advice would be much appreciated. Thanks.
