What are the major criteria to be used for technical evaluation of bid for "service contracting"?

the major criteria is the SLA " service level agreement " that help us to measure the quality and level of service.

as much as you write good SLA as much as you can get from your provider for the service

what you cannot measure, you cannot  manage

1.    Understanding of the job ( what is job about in the context of invitation?)

2.    Strategy for implementation (manpower, methods, processes)

3.    Implementation process: How the implementation will be carried out?

4.    Monitoring strategy and techniques: Who will supervise and monitor the selected criteria?

5.    Previous Experience in similar job
