Is IT a good career choice for women in Middle East Region?

I think this job needs high capability in the learning and patience and following-up  of the office work. The Woman has these characteristics to be competent in this field.

To be Honest Most of the Companies in Middle east have their Servers set up in INDIA and therefore i would recommend you NOT TO COME to Middle east if you want to learn and grow respectively in IT field.
