the tools of strategic communications management  from my marketing experience perspective are :

1- knowing your audience and know their behaviour 

2- knowing the Usage of  Maslow's Hierarchy of Needs

3- prepare suitable message to deliver through the suitable channels

4- Choosing your Appeal :  Rational appeals / Emotional appeals / Moral appeals / Direct appeal / indirect appeal.

4-  '' Creative Concept ''  Bring the message strategy to life in a distinctive, attention-getting, and memorable way.
